The shift, thematic and visual, in L3 makes the contrast between the two parts of the haiku (countless pebbles on the beach vs countless unspoken words) emotionally effective. And its uplifting ending reveals the theme of relationship renewal ("we count the countless unspoken words/sort out the tangled relationship).
