L1 shows there is no “choking call” (a repeated huoh-huoh-huoh/noise made by gulls in courtship, territorial disputes, and nest selection) while the explosive image of Ls 2&3, "high" waves [exploding] on/crashing into the sea wall, is visually and emotionally effective and psychologically impactful, which could be read as a state of the N's mood. AndtThe verb choice adds emotional weight to the haiku.
